It's true that the general rule should be "abbr. to" and "abbr. for", but I think the definition is easier to read and clearer if the rule is varied in this instance, for the following reasons: (1) it is better to place the abbreviation after "Jilin province (Kirin) in northeast China" rather than after "capital Changchun 長春|长春" because the abbreviation is for the province, not its capital; (2) in this definition one would read "abbr." as "abbreviation", not as the verb "abbreviate" (as in "abbreviate to"). This is because of the phrasing used: "abbreviation is 吉, capital is Changchun".
