Here are entries from 3 online dicts.
moe.edu :
一種書寫符號,表示刪除、截取或答案正確。如:「書寫正確的請打勾。」
nciku :
用钩形符号表示重点或删掉 : 把重点词勾出来
zdict :
用笔画出符号,表示删除或截取:~销。~乙

And my paper dict says the same.

wherefrom I deduce that 勾 means a tick, a check, a mark on paper, or to make such a mark, with a positive or a negative meaning.
This basic meaning explains "to strike out" if followed by 掉 or any such. (and "cancel" is fugurative, should be reserved for 勾销)

Now, Karan, what are *your* arguments?
It takes time reviewing such entries, I don't appreciate having my edits annihilated within 5 mn without the semblance of a argumentation.
Diff:
- 勾 勾 [gou1] /to strike out/to cancel/to attract/to arouse/to delineate/to collude/
+ 勾 勾 [gou1] /to tick/to strike out/to cancel/to attract/to arouse/to delineate/to collude/
