ABC copied this expression from another dictionary ("Wu"), defining it as "glittered coldly (in the sunlight)". Then Karan copied it over to cc-cedict. Mdbg deleted it, along with the others Karan copied.

Then feilipu decided to put it back, with his own interpretation "to glitter like frost and snow". (I'm pretty sure feilipu didn't check usage, though, because "like frost and snow" is not very apt when you look at its usage. He was just taking a wild guess, based on the first character, 寒.)

Don't know if it's considered a chengyu, or just a collocation.

那銀針又尖又細,而且寒光閃閃的,
稍一揮舞,銅耙就上下左右飛轉起來,只見寒光閃閃煞是好看。
裡頭的劍身拔出來寒光閃閃,
