Perhaps it started off as one, but it seems rather common now. If I see a million search results I have a hard time believing that it's not a mainstream term. I also wouldn't make a decision like this based on what MS copilot says - I'm sure you checked other sources too, I'm just not convinced that AI can tell us which Chinese words are dialectal yet. But if you are very sure, please resubmit and I am happy to reconsider. The definition does need some refinement though - it is specifically a garlic clove that has been separated from the bulb (蒜头) and peeled. "minced garlic" Seems rarer, but I did find some usage and thank you for bringing it to my attention.
