I found it in just two dictionaries (MOE and Grand Ricci); both are Taiwanese, and both mention thumb-sucking. (Not that I looked up every dictionary I have.) PRC dictionaries don't have the "suck" sense for 嗦; they just say 嗍 means "suck".
