"shipment" means
1. the act of transporting goods (whether by rail, air freight, ship etc), or
2. a consignment of transported goods

... whereas 装船 refers to loading cargo onto a ship.
That doesn't match either sense of "shipment".

美國促銷人員也表示,就等 WTO 槍響,美國米將立刻裝船。
Representatives from the US said that American rice will be loaded on ships the moment the WTO's starting gun is fired.

約在11點,貨車即駛往東港裝船,出口到大陸。
By about 11 a.m. the trucks set off for Donggang, where the fish are loaded onto a boat for mainland China.

中午左右送到港口後,開始辦手續裝船,
At noon the trucks reach the port, where he and his men do the paperwork and load the fish onto the boat.
Diff:
- 裝船 装船 [zhuang1 chuan2] /shipment/
+ 裝船 装船 [zhuang1 chuan2] /to load cargo onto a ship/
