"enticing sb to come forward" gives the wrong idea.

Our present def sounds like it could be like
- "If the person who stole the painting brings it back, we won't report you to the police" or
- "We are offering $10,000 for anyone who comes forward with evidence that leads to a conviction."
etc.

That's not the sort of situation that 引玉之磚 relates to.
