It's clear from his translation of the whole sentence that he reads 定於一尊 as a verb phrase, not as a noun (i.e. not as a person or entity such as an "ultimate arbiter".) In his translation, Barmé equates 定於一尊 with the verb phrase "is the Ultimate Arbiter", not with the noun phrase "Ultimate Arbiter": Here is his translation: <<They are to ensure the absolute authority of Party Central with Comrade Xi Jinping as its Core which *Sets the Tone for All* 一錘定音 and *is the Ultimate Arbiter* 定於一尊.>> (my emphasis) |
