Editor: I don't think so (despite what a couple of dictionaries say) and you haven't given us any evidence.
I think 小路 just means "path; trail".

A 小路 can in fact be a *longer*, roundabout route, as in the following example:
將市區的地圖攤開,再由家中到公司的兩點之間,找出交通流量較少的道路、替代道路或較安靜的小路,也許路途較遠但是比較安全。
"If you are concerned about traffic, take a map of the city and work out a route between home and work that has minimal traffic. Try taking smaller, quieter streets rather than main roads; it may be a longer trip, but it will be safer."

I think the idea that 小路 means "shortcut" comes from the fact that 抄小路 means "take a shortcut".
But that reasoning isn't valid. It doesn't take into account the meaning of 抄.

"lane" is a bit ambiguous ("three-lane highway" etc.) so I'm expanding that definition.
