In TP, though, it doesn't seem to necessarily involve killing, at least, not in the first sentence:

in fact dict say f.i. 用刀斧杀人。
*along* with an example sentence 「报上刊载,有一名精神病患持刀砍杀过往路人,造成多人受伤的惨剧。
which makes it clear that 杀人 doesn't mean "to kill people" but "to try to kill people"
