There is a PRC term "collective leadership" but the Wp article on that links to 集體領導 rather than 領導集體. Maybe we can have 集體領導 too.
(important concept in Communism - "In line with the new emphasis on collective leadership in place of the personality cult of Mao Zedong, and to prevent a recurrence of the kind of party domination that Mao had exercised as its chairman, Hu helped abolish that post at a party congress in 1982." ~ Britannica).

I would have thought that 領導集體 was some sort of 集體 (collective) rather than some form of leadership.
