間 pronounced jian4 here, because it means "gap"

Editor: Your reference says 髮 is fa3, but you have submitted fa4.

If it's jian4 because it means "gap", then why do all the PRC dictionaries (New Century, Guifan, zdic, Xiandai Hanyu Cidian, ABC) say it's jian1, and all the Taiwan dictionaries (Far East, MoE, Dr.eye) say it's jian4?

Look at another section of your reference:
http://www.moedict.org/#~%E9%96%93%E4%B8%8D%E5%AE%B9%E9%AB%AE
where it says:
jiànbùróngfǎ
(大陸) jiānbùróngfà
Diff:
- 間不容髮 间不容发 [jian1 bu4 rong2 fa4] /(to escape danger etc) by a hair's breadth (idiom)/in a critical state/on the brink of crisis/very close (to happening)/
