To degrade in this context is correct, however archaic. A more appropriate,
contemporary translation is to downgrade.

Editor: The current definition was almost certainly copied from dict.cn, which has many off-the-mark
definitions.

"downgrade" is defined in one source as:
Reduce to a lower grade, rank, or level of importance
e.g. "some jobs had gradually been downgraded from skilled to semiskilled"

and I'm not sure that it's appropriate for 降级 -- send an example if you have one.

There seem to be quite a few technical terms using the "degrade/degradation" sense.
e.g. 优雅降级 graceful degradation
