鍛鍊 is preferred by M and LA.
TP has no instances of 鍛煉 and > 50 of 鍛鍊.
Dr.eye uses 鍛鍊 in various entries and not 鍛煉.

Of course, 鍊 and 煉 are recorded as variants in cedict.

I'm not sure that we've got LA's third sense covered, by the way:
比喻透過實踐,提高思想水準和工作能力。
例 「下基層鍛鍊」、「在實踐中鍛鍊自己」。
