萌芽 is a verb-object compound, so 萌 should be the verb form of sprout/bud << review queue entry 38497 - submitted by 'chad' >> I took a stab at a decent format without being too wordy. Feel free to improve it. The "people" meaning may from an old association with 氓. Sprout and bud meanings are as a bound form, but we don't make the distinction. The moe meaning is as a distinct one-character word, and is in common use.
