It's a verb phrase rather than a noun phrase.

國語早已不必字正腔圓,
Mandarin need no longer be spoken with perfect pronunciation

沒想到只留學北京一年,竟然中文就可以說得字正腔圓,
Who would have thought that someone could learn to speak Chinese with such clear and rich tones having spent only one year in Beijing?

當我到安卡拉時,成立才一年的電台正缺人手,我這個平日講話台灣腔濃厚的人,就被迫捲起舌頭,在麥克風前,字正腔圓地唸起廣播稿。
When I arrived in Ankara, the one-year-old station was in need of personnel. Stepping up to the microphone to read copy, I had to lose my Taiwanese drawl and speak "proper" Chinese.
Diff:
- 字正腔圓 字正腔圆 [zi4 zheng4 qiang1 yuan2] /(of singing or speaking) very articulate pronunciation and vocalizing/
+ 字正腔圓 字正腔圆 [zi4 zheng4 qiang1 yuan2] /to enunciate beautifully (in speaking or singing) (idiom)/
