It's a noun. It is not adjectival ("opportune") or adverbial ("at the right moment").
Nor is it a v.o. ("to fit current fashion").

In Chinese dicts, it's defined as 当时的需要 or 当时的风尚 etc.

Usually it is the direct object of the verb 合. (Hence, it's a noun).

養兒防老既然已不合時宜
"the idea of raising a child to care for you in your old age is already outmoded"
(lit. out of step with contemporary expectations)

反對離婚、節育、墮胎和同性戀等教規,常讓現代人覺得有些不合時宜
"The Church opposes divorce, abortion, birth control, and homosexuality, often giving people the impression that the Church is out of step with the times."
[lit. does not meet contemporary expectations]

許多人甚且認定她的敦煌舞屬於不合「本土」時宜
People told her that Dunhuang dance was out of step with the current focus on "native Taiwanese culture"
Diff:
- 時宜 时宜 [shi2 yi2] /timely/at the right moment/appropriate to the occasion/opportune/to fit current fashion/
+ 時宜 时宜 [shi2 yi2] /contemporary expectations/
