Same as what PLC says, but I came to this definition after reading the usage in TP, and I think PLC is spot on.
Interestingly, the "work hard" sense is used to refer to a positive virtue in some examples (e.g. 在金光閃閃的「儒家美德」桂冠之下,自信滿滿地勞碌下去), rather than negatively, as something tiring that just exhausts you.

Strangely, NC defines as an adjective (stative verb), but in their usage examples it appears to be an active verb.
