1st gloss is literal

3rd seems to refer to that era, taking the "launch a satellite" as exaggerating about one's ability. 500P has it as "to talk big" or "talk the talk".

Editor: I don't think it meant "achieve prominent success" in those two references (Baike and Wp). For example, Baike says
这些上报虚假“小麦卫星”、...等在各行各业中发生的类似行为被统一称为“放卫星”。
They're saying that 放卫星 meant to *falsely report* prominent successes, NOT to actually achieve them.
