I think "comprehensive" is perhaps better than "thorough".
It's in K.

Examples:
黃淑英指出,北歐國家社會福利制度對於單親家庭提供很周全的協助,
"Sue Huang notes that Scandinavian countries provide very comprehensive social welfare benefits to single-parent families, ..."

機能更周全的服務
"apartment blocks which will boast comprehensive services, ..."

當然無法做到周全,
"Of course we couldn't include everyone"
(they might have been thorough, but they weren't able to be comprehensive)
Diff:
- 周全 周全 [zhou1 quan2] /thorough/to bring one's help/to assist/
+ 周全 周全 [zhou1 quan2] /comprehensive/thorough/to bring one's help/to assist/
