Editor: It's not Chinese as far as I can see. The Wiktionary page for the character has a Japanese section but no Chinese section.

An editor at the JMdict/EDICT project wrote to me, "I don't know of it appearing in a 'real' name, as opposed to a couple of company names, really for showing off reasons. I can't imagine why it would be in CC-CEDICT at all. Wouldn't you need evidence that it was being used in Chinese?"

By the way, the Japanese Wikipedia page casts doubt on whether the character has ever actually been used in a personal name.
