1) "order of special pardon" is, to my ears, unnatural English.
It appears to be taken out of context from one particular translation of the Chinese Constitution:
"The President of the People's Republic of China... issues orders of special pardons; proclaims entering of the state of emergency ..."

In context (i.e. preceded by "The President issues ...") it is understandable, but it sounds odd out of context.

Likewise, "proclaims entering of the state of emergency" sounds stilted.


2) 特赦令 is pretty much just a construct: 特赦 + 令.

特赦 means "to grant a special pardon"

令 means "decree".
