ABP specifically says "this is *not* equivalent to 'A new broom sweeps clean'". (their emphasis), defining it instead as "someone assuming a new position deliberately makes some changes just to impress people". I imagine the distinction is on "deliberately" and "to impress"

Perhaps we could go with something less idiomatic (but more correct), along the lines of ABP?
