Isn't it more or less the opposite of 积极性? A little like 否定性 but more about emotion, whereas 否定性 is more literally contradictory. I don't have a reference for this.

Yes, but that means it's often better rendered as "passive" rather than "negative".
For example,
詹火生進一步說明,從理論來看,幫助失業勞工的政策主要有三個環節──職業訓練,就業輔導,以及失業保險。前兩項是所謂的「積極性」輔導,而領取金錢的失業保險則是「消極性」的。
As Chan explains, in theory there are three elements to policies to help the jobless-vocational training, employment guidance, and unemployment insurance. The first two are so-called "active" measures, while unemployment insurance is considered "passive."

3) "more about emotion"
Not necessarily. It's about *not taking active steps to achieve one's ends*.
This may be accompanied by certain emotions such as despondency. Or not — see my example above.
