Yes, but that means it's often better rendered as "passive" rather than "negative". The first two are so-called "active" measures, while unemployment insurance is considered "passive." 3) "more about emotion" Not necessarily. It's about *not taking active steps to achieve one's ends*. This may be accompanied by certain emotions such as despondency. Or not — see my example above. |
